The Commission requests comments on a petition filed by Bible Broadcasting Associates, seeking the allotment of Channel 264A to Minerva, NY, as the community's first local aural service. Channel 264A can be allotted to Minerva in compliance with the Commission's minimum distance separation requirements, with respect to domestic allotments, with a site restriction of 2.9 kilometers (1.8 miles) northwest, at coordinates 43-48-33 North Latitude and 74-00-41 West Longitude, to avoid a short-spacing to Station WKBE, Channel 262B1, Warrensburg, New York, and Station WWFY, Channel 265A, Middlebury, Vermont. The allotment would be short-spaced to Station CBF-FM, Channel 264C1, Montreal, Quebec, Canada. Since Minerva is located within 320 kilometers (200 miles) of the U.S.-Canadian border, concurrence by the Canadian Government in the allotment of Channel 264A at Minerva, as a specially-negotiated, short-spaced allotment, must be obtained.
